ETHIOPIA-ERITREA: Annan recommends extending UNMEE mandate
The United Nations Secretary-General Kofi Annan has recommended a
six-month extension to the mandate of the UN Mission in Ethiopia and
Eritrea (UNMEE), but warned that arrests, detentions and expulsions of
mission staff by Eritrean authorities were "particularly troubling".
In his latest report to the UN Security Council on Tuesday, Annan warned
of the potential for disaster if the "untenable" stalemate between the
two sides was not resolved.

ETHIOPIA: Flood water receding
The flash floods that hit parts of Ethiopia in August have started
receding in the north, one of the most heavily affected areas, the
United Nations Office for the Coordination of Humanitarian Affairs
(OCHA) said.
"In South Gondar zone of Amhara Region [north], 16 out of the 21 flooded
kebeles [zones] in Fogera, Libokemkem and Dembia woredas [districts]
have completely dried up," said OCHA. "The displaced people from these
areas have been advised to return to their villages by the local
authorities," OCHA said in its weekly bulletin on humanitarian issues on
Monday.

SOMALIA: UIC shuts down radio station and arrests journalists
The Union of Islamic Courts (UIC), which controls the capital,
Mogadishu, and much of south-central Somalia, shut down the HornAfrik
radio sub-station in Kismayo, an official of HornAfrik, based in
Mogadishu, told IRIN on Friday.
"At around 6:00 PM [local time] yesterday [Thursday], a group of armed
men from the Islamic courts closed down our sub-station in Kismayo,"
HornAfrik managing partner, Ali Iman Sharmarke, said. "As I am speaking
to you, the radio is off the air in Kismayo," he added.

SOMALIA: Sharp increase in number of refugees entering Kenya
Instability in southern Somalia has led to a sharp increase in the
number of refugees entering Kenya, according to the United Nations
agency for refugees (UNHCR).
"In a one-week period this month, some 3,400 refugees were registered,"
Emmanuel Nyabera, the UNHCR spokesman, said on Wednesday. Most are
fleeing the tension in the country "and are coming from as far as
Mogadishu and Kismayo", he added.

SOMALIA: Lift arms embargo, prime minister says
Somalia's transitional federal government (TFG) wants an international
arms embargo against the country lifted to enable it to train security
forces to protect the government and its citizens.
Reacting to Monday's takeover of the port city of Kismayo by the Union
of Islamic courts (UIC), Prime Minister Ali Muhammad Gedi told a news
conference in the Kenyan capital, Nairobi, that the UIC's move was an
act of aggression.

SUDAN: President reiterates rejection of UN troops in Darfur
Sudanese President Omar El Bashir has reiterated his rejection of a
proposal to deploy a United Nations peacekeeping mission in Sudan's
Darfur region to replace the African Union force, saying the world body
had "an agenda" against his country.
"[The UN] wants to make a pretext through the Darfur issue to control us
and to recolonise Sudan," Bashir told reporters in the Sudanese capital
of Khartoum on Sunday.
